Describe the issue

The dominian flak jackets still don't spawn in crates. Issue ongoing from https://github.com/Aurorastation/Aurora.3/pull/18938.

How to reproduce

1. Spawn as merc
2. Choose the imperial gear crate
3. You have no armor
4. Die to a stiff breeze
