Describe the issue

If someone is using air alarm remote control, it is able to control the air alarms on shuttles, even when they are far away from the Horizon.

How to reproduce

Fly a shuttle far from the Horizon spawn a different character on the Horizon and use the air alarm remote control see that you can control the shuttle's air alarms even when it is out of communications range of the Horizon
