[Bug]: Drill loaders can teleport drills when out of power

Describe the issue

When attempting to unload a drill that is out of power from an exosuit drill loader, the drill will be deployed but not properly "unloaded." This allows you to then unload said drill somewhere else, teleporting the drill to your location.

How to reproduce

1. Run a drill until it's out of power
2. Load said drill using an exosuit with a drill loader
3. Deploy the drill
4. Try deploying the drill in another location
