[Bug]: Cargo shuttle no longer displays status on the cargo display screens

Describe the issue

Normally, the status displays in Operations would update on the status of the cargo shuttle, showing if it is inbound, outbound or docked. This helps the cargo play-loop so we do not accidentally send packages back and have to re-order them. Since the icon was updated in #19143, it no longer does such. Might be a layering issue.

Displayed below: the cargo shuttle is docked, normally showing "SHUTTLE DOCKED" on the status display. As you can see, no text is displayed.

How to reproduce

1. Be a cargo tech
2. Call in the cargo shuttle
3. Watch as the displays do not update
