[Bug]: Removing Damaged APCs Doesn't Remove the APC Object and Prevents Rebuilding

Describe the issue

If you use a welder to remove a damaged APC from the wall, then try to install a replacement it will give you a message stating the area already has an APC.

How to reproduce

  1. Damage an APC - I was able to reproduce using welder tank explosions but it's somewhat random if the explosion will leave the APC intact, destroy it entirely, or damage it to where it can be removed with a welder.
  2. Use a welder to remove the damaged APC.
  3. Create a new APC frame from steel sheets.
  4. Attempt to place the APC frame on the wall. It will give you the message stating an APC already exists.
  5. View the variables of the section of floor where the APC used to be. Under contents you will see the original APC object still exists.

It occurs on any round but the round where I discovered it was the one preceeding ctJ-cUl2
