Add item modifiers, and revamps suit cyclers to use it

Code ported from BayStation 12.

This drastically improves the readability of the code for suit cyclers. I am also hoping this makes converting them to allow contained sprites much easier in the future.

WIP as I haven't figured out copying armor values for suits yet.
