Event map role restrictions don't work

The title. Basically, when event map roles are restricted to be, for example, passenger or off-duty crewmember/visitor, it restricts the selection like below. Any job can be selected to show the same thing.

The only alterations made in particular to make the bug are from #14753 and are highlighted below ;

The code used to restrict the roles to begin with was added in #12329 and a still functioning example is in #12572 (specifically the event map for the rooftop).
