Adds an Idris Stargazer event map

This PR adds a fully mapped Idris cruise liner as an event map. Also adds generic sectors that have no tangible lore impact so we can theoretically swap over in the event we need a generic sector and skybox description.

The intent is the same with the rooftop one ; except, since we kinda left Tau Ceti, it's harder to justify going back to Mendell City for a party. So, this can be ran basically anywhere (since the cruise ship is mobile and doesn't necessarily have to be near the Horizon all the time.) This, contrary to the rooftop however, is possible to be run with exactly zero volunteers - meaning basically any admin can run it any time as long as they get someone to change the two config settings (being the map and the sector two lines below).

The player-accessible portions of the map feature a public pool, infinity pool, three private saunas, a large beach dome, a large jungle dome, three bars across the map, a diner, a library, a VR section which leads to another Medal of Valor 2 gameplay demo, emergency supplies/tools, a dining hall, a pantry with pre-cooked stuff and icecream, a dance floor, a stage, a medical section, two washrooms, a garden, and more I'm definitely missing.

Inaccessible admin portions include a Conglomerate escort corvette and a telecomms satellite.

To-do :

• [ ] figure out why literally every job is faction locked on event maps now
• [ ] copy paste the horizon tcomms as a lazy solution to not having comms
• [ ] changelog
