Xenobotanist cannot open random seeds crate

A random seeds crate ordered from Ops--containing exotic (randomized) seeds--should be openable by a xenobotanist. But it refuses to open, because the xenobotanist doesn't have access.

Should be a pretty easy fix--give access to Xenobotany and Command, maybe Gardener, maybe Science in general.

possible duplicate of #14143. this is a cargo database issue and can only be fixed by staff with access to the aforementioned.
