Resizing icons in emote_dropdown and iniswap_dropdown

Is your feature request related to a problem? Please describe. 2.10 added the image of the currently selected emote/character in the emote/iniswap dropdowns, respectively. Neither of these follow the precedence that the effects_dropdown sets, which included effect_icon_size as a modifiable variable in courtroom_design.ini. Please add something similar for both emote_dropdown and iniswap_dropdown
