Reload Theme clears Witness Testimony indicator

when the theme reloads, it clears the "TESTIMONY" animation even tho it shouldn't be cleared

A way to reset the testimony indicator would be useful as sometimes people get it "stuck" in the testimony mode. (Looking at NH)

One can use the RT packet in 2.9 to show and hide the testimony indicator without doing the full splash. https://github.com/AttorneyOnline/docs/blob/master/docs/development/network.md#witness-testimonycross-examination-wtce

This is not really a solution to the problem as servers don't have a way to tell when widgets are reloaded.
