Ugh, that's a doozie. I think that must be a missing dll. The reason is because 0.55 was compiled using MSYS2 without static linking.
Work is being done to restore the mxe package mirror we use to compile the windows build in the cloud. Based on tests run so far, it looks like it will be ready for next release.
