Default blacklisted tags for loli/lolicon/shota/shotacon/cub

After the cub controversy in Discord, they specifically made cub against the Community Guidelines in addition to lolicon and shotacon.

Since then, Discord has been very banhappy with offending Discord servers. One of the main complaints with my Discord was that they'd search for tags completely unrelated to loli or shota and would then get loli or shota, having to hide the image themselves or ask a mod to remove it.

I've heard of a new tactic where disgruntled/banned users from a community will rejoin on an alt account and upload CP, loli, shota, etc. and then mass-flag their own posts on another account to try getting the Discord server shut down. I fear that BooruBot could be used for the same purpose, but more under the radar (search for related tags that might result in loli or shota and then report BooruBot).

As such, I believe BooruBot should preemptively protect its users and new installations should have these 5 tags blacklisted by default. If users want to whitelist them, they do it at their own risk.

You can already blacklist those tags yourself (via b!blacklist tag shota) so they don't turn up as search results in the bot

I'll look into potentially adding loli/shota into the default blacklist, although I'm pretty sure you wouldn't be able to try and take down the bot that way (I'll have to double check)

cub would be harder to blacklist, since on some boorus it's also used for regular, completely sfw images so I'll have to either extend the tag blacklist system or put in some hardcoded check for that (I've wanted to upgrade the blacklist regardless, but I need to find time for it)
