Problem with server overload

My server gets overloaded and stops working. There should be a way to limit resources and stop bots. How can I do that? I have a high-end server with a thousand users.

And you say a thousand users. Is that online at one time or a thousand users for the day ? I reccomend using openlitespeed instead of apache . Its much faster
