[smelt] Provide a recovery boot image.

smelt has a very limited boot partition size, which meant that the debug-ramdisk boot option has been removed to save on space. But it turns out that this feature can be helpful to debug and/or dump the image as the image can still be booted using fastboot boot.

This feature was suggested by @docgalaxyblock.
