dApp staking v3 - allow force call by default in dev chains

Right now, by default, Safeguard is set by default to true. This is done on purpose since we don't want to allow such calls in the production.

However, for dev chains it's more useful to allow force call by default.

To change this, genesis config of dApp staking v3 should be updated to also allow specification of the Safeguard value. For dev chains, it should be set to false in the chain spec code.
