Chrome - Set Sources and other controls not working/unresponsive

As of the last update, including Mordenkainen's Tome of Foes, I've found the site become highly unresponsive (very long load times) and controls such as the Set Sources button simply don't do anything at all.

I have attempted to clear local storage, but this does not seem to have improved the performance issues or the unresponsive controls.

This issue affects Chrome on Windows 10, and Firefox, though I can get the site working with most features on Internet Explorer (though this is less than ideal, and I am unable to set sources on any of the above browsers).

Do you have any custom content added? Are you getting any errors in the JavaScript console? (press F12)

No custom content, no. I do have two errors, however:

jquery-3.1.1.js:1

Failed to load resource: net::ERR_SSL_VERSION_INTERFERENCE bootstrap.min.js:6

Uncaught Error: Bootstrap's JavaScript requires jQuery at bootstrap.min.js:6

Hm, interesting. Doesn't appear to have any effect here, but for the sake of anyone else experiencing issues, I followed these steps for Chrome:

Navigate to chrome://flags/ Search TLS 1.3 Set this to Disabled (your browser will restart)

The errors experienced by some of those in the above link seemed to be resolved by doing this, but it doesn't seem to have affected my issue with opening the Set Sources or Manage Content windows.
