Upgrade to Arcgis 100.10 and Android 11 which includes Androidx changes

Arcgis upgrade is from 100.5 to 100.10. The Android compile and target sdk version was changed to 30 to meet playstore requirements. The following migration steps were followed to update the app. https://developer.android.com/jetpack/androidx/migrate
