Appveyor should have full Shovel setup =>

1. Shovel\apps\scoop\current
2. 7zip use external
3. shovel bucket add Base, main if not cached
4. pull updates for both buckets
5. install lessmsi, innounp, zstd, dark
6. configure path, shims
7. Cache ~/Shovel/{apps,buckets}

Linux based runners will be needed also - Debian/Ubuntu should be enough

On premises will be deployed again 5x, and native github could be used
