Allow for user-declared policies and policy rejection

Some recommendations given by the Strict Transport Security spec include allowing users to add custom policies and remove existing policies. I think this can be easily done by adding a new editor for the policy list. It would probably look and feel similar to the networks editor. It should be made very clear to the user that modifying the STS policy cache should not be taken lightly.
