Pitch: Helpfile and associated commands update

Proposing I make the following edits to the following commands and their helpfiles.

Investigate Remove this line: Be aware that specificity may result in nothing found, but you might be offered the chance to expend great effort (100 AP) into researching a clue that no one has found before.

Replace with: Be aware that specificity may result in nothing found, but you might be offered the chance to expend great effort into researching a clue that no one has found before.

Append below the cost to make an investigation the follow: The cost to create an investigation for a clue no one has found before is 200 AP.

The 200 will pull from the code, updating in the future. It will be highlighted to emphasize this. Add highlighting to the action point and resource costs in the cost to make an investigation active, as well.

Clues Add highlighting to the clue sharing cost to emphasize it is code generated.

home and +home Combine these two helpfiles with a ---- line between them, with home at the top and +home at the bottom. Do this by appending +home to the home helpfile, and removing the +home helpfile.

Append the following line: +home may only be used from locations your character has ownership of.

time and @uptime Change the time command to 'weather' and update the helpfile accordingly. This will disambig it from the uptime command, which appears to have more moving parts and might break something if I altered it.

Purpose of these changes Add clarity and resolve the two most confusing helpfile circumstances for players.
