Lock army visibility to viewassets org perm

Is your feature request related to a problem? Please describe. Right now, any org member can view that org's detailed army information. That seems really odd, and creates a lopsided relationship wherein vassals can see their liege's armies, but not the other way around.

Describe the solution you'd like I think maybe the 'viewassets' org perm would be the best one for this, as it would just expand the definition of 'assets' to include both stuff in the bank and military assets. So ideally the army and army <ID #> commands would only show people armies for orgs they're set at the appropriate rank for the viewassets perm. So this would be for the list that shows up when you type army under "Org-Owned Armies" and then the detail command (like army 1 which spits back You do not have permission to see that army's details. when I try it because it's clearly an army for an org I'm not in).
