Labels are all placeholders in GIMP 2.10.8

I installed this thing according to the instructions, and the export settings window looks like this:

I can't tell what half of the options even mean.

so, on my computer 3 folders are generated at the top level of the installation drive: en, locale, and LC_COLLATE. inside that last one is file-vtf.mo, which contains the actual text. i have no idea what to do with this info

For those who still have this problem, the solution is simple; Move the file-vtf.mo as landfillbaby mentioned into "C:\Users[Yourusername]\AppData\Roaming\GIMP\2.10\plug-ins\locale\en\LC_MESSAGES" or the other plugin folder located in C:GIMP itself.

For anyone in the future searching for a fix to the labels missing text in this plug-in. I have added these two enviroment variables in Windows 10 and it fixes the labels, it now shows proper text (This is in GIMP 2.8, for 2.10 you might need Blackgrowls solution as well as this)
