Simplify `CachedCustomTheme` logic

Simplifies logic in CachedCustomTheme.Load. Also fixes inconsistency with base game by allowing <backgroundImagePath> to have empty content.

This has NOT been tested using the PreloadAllThemes option since it doesn't work for me.
