[docs] publish ts docs for phoenix client on a static site provider

We currently use a static site generator but we need to be using a static site provider so we can publish multiple sites.

@GeLi2001 it looks like this is entirely possible using typedoc. Can we try it out? Seems like we can stay on gh pages https://github.com/TypeStrong/typedoc/issues/1791
