With images coded to base64 (added to the CSS) can be more portable.

I don't think it will have a noticeable effect on performance, although the size of the text, when inside a files, is slightly larger than the png/svg.

I actually think loading and decoding data-URI and afterwards saving the decoded result in the RAM takes more of performance than just simply reading a file, and so I prefer it the latter way if possible.

It may be not much performance for modern computers, though.
