Campaigns - DM cannot assign a Magic Item as an unlock to everyone

When the DM creates the game log via the campaigns feature, when adding a Magic Item and not selecting the purchase tick box, the Magic Item does not propagate into the character's unlock list.

In order to propagate out, a character/user needs to be selected in the drop down. This drop-down only allows one character/user to be assigned. Is it possible to have an option to assign an unlock to everyone?

For some reason I thought this was handled, but i'm realizing I need to figure out some db trickery here
