[BUG] ModuleNotifier to delete previous toggle messages for the same module

What version is this applicable? Both

Description and explanation of new feature When you use MsgOnToggle it should replace the previous toggle message for that module rather than filling chat by spamming a bind.

Additional context Meteor, future have this (future when using macro to toggle)
