Request - Improvements to the Welcome to Arctos page

Describe what you're trying to do @dandistel is regularly confused when he clicks a link to access the OGL collection because of the approval page. Can improvements be made to the Welcome to Arctos page where you are asked to agree and continue, create account, or log in? One of our concerns is that it could be unclear to an new/inexperienced user that they have arrived at the correct site.

Some ideas we've had are (1) making the text larger, (2) removing the banner text, (3)????
