Encumbrance bulkload - "delete all records for user" does nothing

Describe the bug I have a couple dozen fail loads of encumbrances in the bulkloader and I've attempted to delete them with no success.

To Reproduce Steps to reproduce the behavior:

1. Go to https://arctos.database.museum/tools/bulkloadEncumbrances.cfm
2. Click on "Delete all records for user" for KatherineLAnderson
3. Scroll down to "Continue to delete" and punch it, Chewie.
4. Go back later and see all the fails are still there

Expected behavior All my failures disappear. Or at least the failed stuff in the table.

Desktop (please complete the following information):

• OS: iOS
• Browser: Firefox
• Version: 125.0.2

Additional context I have the csv so these can go.
