new localities are immediately deleted

I am trying to create a new locality by cloning an existing one then changing it. If I try to save that new locality, then try to find it so I can add a collecting event to it, it is not found after searching by the locality ID number. If I try editing and saving it more than once I get a locality not found error.

How do I make a new locality so I can add better data and assign a collecting event to it?
