Create Encumbrance Committee - Please join another committee!

It has been suggested that we create a committee for encumbrances to manage some of the issues in the Encumbrances Project here at Github and to formally develop our protocols and needs surrounding encumbrances.

PLEASE fill out this new When2Meet survey if you're at all concerned about what we're doing with encumbrances. The dates are arbitrary - looking more for days of the week across the month considering all the other repeating Arctos meetings that are already in place, but we will try to meet in April if we can find a date in the next week or so (unless it's the first week, obvs).

I'm giving this a high priority because I was supposed to do this last month and dropped the ball and the last time an encumbrance group met was more than a year ago.
