GHActions: Move to CentOS stream images

Hi @sunweaver,

This is a trivial update, to use the newest CentOS Stream images instead of the EOL ones from Docker Hub.

FTR, from RHEL9-Beta release notes, the following packages were replaced,

  • xorg-x11-font-utils with mkfontscale.
  • xorg-x11-xkb-utils with setxkbmap, xkbcomp.
