Give Pham a manual report

_{^{(See this and soon later messages for the origination of this idea)}} Giving Pham a manual report will help build keywords and allow us to announce a question for close/flag in the secondary room. For example:

@Pham >>report http://stackoverflow.com/a/someanswerid spam tpa

would run Pham's filters as spam, and tpa the question. Pham would then return a normal message, already appended by the acknowledgement:

Spam A (n.nn%): Excerpt of a pointless title or something..., by user123456, on stackoverflow.com. ***TPA Acknowledged.**

The command could also be used without type (spam|lq) or command (fp|tp|tpa), which Pham would treat as it would any question on the realtime page. Also, if type is given, command should be required.
