Rename `servestatic.runserver_nostatic`

Description

The _nostatic denotator in runserver_nostatic is a bit confusing without background knowledge.

There are several options available for better names

servestatic.override_runserver
servestatic.override_runserver_cmd
servestatic.override_runserver_with_servestatic
servestatic.runserver
servestatic.runserver_cmd
servestatic.runserver_uses_servestatic
servestatic.django_runserver
servestatic.use_runserver_cmd
servestatic.monkeypatch_runserver

Not the best name, I agree. But keeping it the same as in Whitenoise, makes transitioning to ServeStatic the easiest IMHO.

Right now I'm leaning towards keeping the whitenoise-style name within the repository long-term, but have it be an undocumented alias for a more logical name.
