Create a new command that shows what jobs a given pipeline is working on

ArchiveBot needs a new command, something like...

!whatareyouworkingon <pipeline id> or !pipelinestatus <pipeline id>

...that gives back some basic pipeline stats, number of jobs it can potentially handle, the number of jobs it is currently working on, the job id's, and basic job status (in progress, crashed for X minutes/days, restarting, uploading, etc.).
