Test manifest warnings don't appear on phabricator output

unexpected warning about failures introduced by the base revision

This is caused by the [known issues being sourced only from mozilla-central](https://github.com/mozilla/code-review/blob/2c6ec26a2e783543b9abf3a74fb16fc0da97b379/bot/code_review_bot/workflow.py#L371-L376).

retry code review bot's own tasks if they hit an exception

This would be good to have because it increases resiliency of the bot - a low probability issue will turn very unlikely.

Update dependency @testing-library/react to v14

This depends on the React upgrade in #7672
