Scope development of Qiskit simulator plugin

Delivering plugins should come with a proper demo to show off the plugin SDK features. The suggestion is to make a plugin to expose the Qiskit simulator, to replicate at least the first two simulator tutorials at https://qiskit.github.io/qiskit-aer/tutorials/1_aersimulator.html in Aqueduct.
