Popup: Implement additional info boxes about scripts

Just playing around, really.

This adds a field to script manifests that allows them to specify a small text snippet to add as a note above the script's preferences, e.g. to inform the user that the script may be out of date even if they have the latest extension release.

I demo'd some other information based on common questions I see. This is obviously very noisy and I wouldn't actually do that without... I dunno, some way of making this less intrusive. Just food for thought. (Yeah, we have info links to the wiki. No, no one ever seems to click on them, as far as I can tell.)

Needs better styling, probably, especially in dark mode.

Ooh. Or these could actually be preference items, with "type": "text", or whatever.

Ehh, nah, I can't think of an actual advantage to that.
