tag_to_svg: Split Color and Opacity Definition to conform to SVG1

Some SVG renderers, like the KDE file preview, or Inkscape don't support rgba in fill. Browsers generally do support it.

In https://gitlab.com/inkscape/inbox/-/issues/1195 it is claimed that this does not conform to the SVG1 spec, so separate out fill-opacity and fill. This now works in inkscape.
