Describe the bug

Formation planes don't place multiparts on cables, or cables on multiparts.

How to reproduce the bug

Place a cable into a network with just a formation plane, then a formation plane, or vice versa. The first will place, the second will not.

Expected behavior

Either a cable is placed behind the formation plane, or a formation plane is placed on a preexisting cable facing the existing formation plane.
