reallocate the test to healthy device

If the test fails for infra issue for example: socket hangup on espresso/uiautomator/wda we need to remove this device from the device poll and re-assign the test to new device.

Handle only at createSession failure

What are the arguments we need to check if its a device problem and remove it from the list even though its identified by adb and xcrun

1. No internet
2. socket hangup on espresso/uiautomator/wda
