[Bug] Unable to change the time in date properties and blocks when the language is not set to English

Bug Description

I can reproduce this issue: I was using another language (not English) and wanted to change the time for the date property and block, it showed an error state in the input

How to Reproduce

1. Set the language to another language (not English)
2. Create a date block in the page or the date property in the database
3. Toggle "include time"
4. Change time

Expected Behavior

I should be able to change the time regardless of which language I’m using.
