Migrate from Appveyor/Cake to GitHub Actions

The idea is to migrate all the required automated processes to a single GitHub Actions pipeline, to significantly simplify and also long-term reduce the overhead of the Appveyor/Cake CI/CD implementation.

We can start working on this promptly, just please let us know if you are interested in the implementation of the idea 🙂
