Inconsistent motorcycle, bicycle and rider labelling

Hello, I am exploring the scene parsing instance segmentation dataset and found some weird labels.

Many cyclists are labeled as a motorcycle. Is this normal or a mistake? From the documentation, should the person who's riding on a bike be labeled as a rider?
