feat(docker): Optimize GPU support in container startup scripts

• dev_start.sh:
  • Fix incorrect image version configuration
  • Remove erroneous comment for apollo_virtual_map
• docker_base.sh:
  • Add strict type check for USE_GPU_HOST (== "1")
  • Add NVIDIA container runtime support for ARM64 architecture
