`apollo-neo-buildtool` in Apollo 10.0 Docker image is not available in official apt registry

Hi Apollo team,
I noticed that the official Apollo 10.0 Docker image includes apollo-neo-buildtool, but this package does not seem to be available in the official apt registry.
When I try to search for it via:
apt-cache search apollo-neo-buildtool
it returns only 9.0.0's buildtool
This raises a few questions:
- Where does the
apollo-neo-buildtoolin the Docker image come from? - Why is it not available in the official apt registry?
- If I want to install this package on a clean system, what is the correct method?
