Valet Parking Scenario Not Working

• Apollo version (3.5, 5.0, 5.5, 6.0):7.0

Steps to reproduce the issue:

• Imported Carla Town03 Map with parking spot.
• Set parking space as end point.
• The car keeps moving to another point and AVP is not triggered.
• When sending another routing request the car moves normally.
