Website wont let me download the file

I have tried for a few weeks to download the .deb file, but everytime it just takes forever to load. Its not my internet however.

Using wget, it gets stuck on this:

Connecting to dl.pl.apisium.cn (dl.pl.apisium.cn)|112.53.1.203|:443... failed: Connection timed out. Connecting to dl.pl.apisium.cn (dl.pl.apisium.cn)|121.14.78.92|:443...

Is the website not working or is it me?
