Rename Signal.Time rate limiting functions

They should just be called by their "standard" name, they're not so confusing once you know them and those who don't know them will learn. Non-standard names is not going to help here.. Maybe keep the old names around for a while. They might help newbies find the functions, and I invented them for a reason. Meh.. Not sure.

This is a low-priority issue.
